Rose was a teacher at Scott County, a principal in Lee county, and he later became the Director of Pupil Personnell in Estill County before entering politics. He concludes that the community he served was not in favor of the Judicial Referendum. Other topics he discusses include unemployment problems and poor roads and sewer systems.
